Urban Nature Plans+

Capacity Building Programme

The UNP+ project is striving to make urban nature the norm, not the exception. By working with cities, we aim to halt biodiversity loss and enhance urban ecosystems, fostering healthier and more resilient communities.

A primary goal for the UNP+ project is to develop a Capacity Building Programme (CBP) that facilitates urban nature plans in cities across Europe. This will aid all cities heeding the call of the EU Biodiversity Strategy, which asks all cities over 20,000 inhabitants to begin the UNP development process. UNPs are also a key tool on hand for cities working to fulfil the obligations of the Nature Restoration Regulation and country specific Nature Restoration Plans.

The materials for the CBP will be gradually developed over March 2025 to December 2026 and will build on the outcomes of the UNP+ project. The UNP+ CBP is a living programme that will develop over time in direct response to participant needs.

The overarching vision for the UNP+ CBP is to support the design and implementation of robust and ambitious urban nature plans in cities across Europe. The UNP+ CBP will include three key parts – a micro course (with a diversity of micro lessons), interactive webinars, and a collection of short briefs that combine into a compendium.

The target audiences are 1) municipal staff working with urban nature plans, and nature-based solutions (NbS), urban nature and green infrastructure, and 2) urban actors involved or impacted by urban nature plans. In addition, the UNP+ CBP can be relevant for 3) university students studying in fields related to urban nature plans.

The UNP+ CBP focuses on four core learning objectives that build on its overall vision and purpose. These include:

  • Increased knowledge on NbS, urban nature and green infrastructure, and how to design, implement and maintain urban nature plans.
  • Improved critical thinking on the enablers, opportunities, barriers and challenges for urban nature plans.
  • Deeper understanding of key topics behind urban nature plans, including governing and policy; planning and routines; financing and collaborations; justice and well-being; and assessment and monitoring.
  • Expanded ability to navigate tensions and trade-offs facing urban nature plans through a combination of competences.

The introductory “crash course” module on urban nature plans offers a lead-in to the UNP+ CBP or a “stand alone” learning experience. There is a plethora of existing resources on urban nature plans and related topics. We will utilise these resources in the UNP+ CBP in particular to provide variety and depth to learning possibilities.

The process module in the UNP+ CBP will align with the ten steps in urban nature plans utilising and connecting closely to existing resources. There are considerable resources available to support local authorities in the ten steps, and the process module will delve into these resources and provide key lessons and insights on the design, development and implementation of urban nature plans.

The “deeper dive” module planned for the UNP+ CBP will focus on the key topics of governing and policy, planning and routines, financing and collaborations, justice and well-being, and assessment and monitoring. The module will bring together an introduction to key knowledge on the topic, case studies with key lessons and insights, and a presentation of a selection of key tools and approaches.

This module will focus on developing skills and competences that underpin urban nature plans based on key emerging topics during the life of the UNP+ project. For example, there is ongoing work in the UNP+ project around the competences needed in individuals and organisations for successful urban nature plans as well as specific work on futures studies and resilience thinking for urban nature plans.
