Guidelines Project Deliverable UPSURGE

There is a broad consensus that achieving climate change, biodiversity, and land degradation targets will require substantial involvement from the private sector in scaling up Nature-based Solutions (NBS) (Breil et al. 2023). The objective of this deliverable is to identify existing examples of private sector engagement in financing or delivering NBS and, based on these findings, to propose theoretical models for public-private and private cooperation, validated by stakeholders through Quintuple Helix Place Labs established in the five UPSURGE demonstration cities, each representing diverse urban contexts. The report also examines various procurement methods (Green Public Procurement for well-established solutions, Innovation Procurement for tested solutions, and Pre-Commercial Procurement for start-up technologies) that can catalyse NBS implementation. The findings aim to support cities in identifying appropriate financing and administrative solutions for implementing NBS. This deliverable contributes to the knowledge base of the European Regenerative Urban Lighthouse, advancing UPSURGE’s mission to accelerate NBS uptake and support cities in their transition toward a regenerative future.
